That would only be if the player was in the GP. The question is about a game happening near a GP match. No you cannot affect another players match. The chain of spells also won’t work because “silver” is not a valid color choice for slieght of mind, only white, blue, black, red and green are colors as far as Magic cards go.
Regarding the Comprehensive rules, there are a number of reasons this doesn’t work but I think penalties could apply to this situation from the Infraction Procedure Guide. I think you could justify an Unsporting Conduct - Minor (Warning) here. From MIPG section 4.0:
“Unsporting conduct is disruptive behavior that may affect the safety, competitiveness, enjoyment, or integrity of an event in a significantly negative fashion.”
“Being enrolled in the tournament is not a requirement to receive an Unsporting Conduct penalty. Although these guidelines refer to players, other people in the venue, such as spectators, staff, or judges are held to the same standard of behavior.”
